Ukraine-Chile Relations (1992-2025): Formation and Current Situation

Abstract

The purpose of the research paper is to conduct a comprehensive analysis of the formation, evolution, and current situation of Ukraine-Chile relations, which were established between 1992 and 2025, as well as to determine their place in the foreign policy strategies of Ukraine and Chile in the context of the transformation of international relations in the post-bipolar period.

The scientific novelty of the study is in a comprehensive and systematic analysis of Ukraine-Chile relations, which for the first time combines political, legal, economic, cultural, and humanitarian dimensions within a single analytical narrative.

Conclusions. Ukraine-Chile relations between 1992 and 2025 evolved from the initial stage of formal diplomatic recognition to a relatively stable, multidimensional partnership combining political, legal, economic, cultural, and humanitarian dimensions. The establishment of diplomatic relations in 1992 and the formation of a legal and contractual framework throughout the 1990s laid the foundation for predictable inter-state cooperation, which was particularly important given the geographical distance and limited opportunities for a permanent diplomatic presence.

For a long time, the political dialogue between Ukraine and Chile was predominantly pragmatic; however, after 2014, and particularly following the Russian Federation's full-scale aggression against Ukraine in 2022, it acquired a distinct value-normative nature. Chile's consistent support for the sovereignty and territorial integrity of Ukraine on international platforms demonstrated the convergence of the two states' positions on compliance with international law and the principles of the UN Charter.

Economic cooperation, despite the structural complementarity of the economies, remained limited in scale and was characterized by an asymmetry in the trade balance. Its dynamics largely depended on the global economic demand-supply situation, logistical factors, and geopolitical upheavals. Concurrently, the preservation of bilateral trade even in wartime indicates the existence of a stable, albeit not fully realized, potential for further development, particularly in the areas of agroprocessing, logistics, high-tech production, and post-war reconstruction of Ukraine.

Cultural and humanitarian cooperation was developing unevenly but played an important role in shaping a positive image of Ukraine in Chile and strengthening contacts between nations. After 2022, this dimension gained particular importance, combining cultural diplomacy with humanitarian solidarity and the activism of the Ukrainian community.

Overall, Ukraine-Chile relations can be described as stable, institutionalized, and open to deepening. Their further development will depend on a combination of political solidarity, economic expediency, and the ability of the parties to adapt their cooperation to changes within the global international environment.
